Advocacy Team Meeting - 2017 May 8

Description

For the May meeting, the Advocacy Team is invited to join the Richardson Chamber's Public Policy Committee with featured speaker Don Magner, Assistant City Manager for Richardson, to discuss North Texas cities' demand for reduced water rates. The cities of Garland, Mesquite, Plano and Richardson have joined forces to ask the Public Utility Commission to evaluate the methodology of the North Municipal Water District uses to establish its rates. The practice of charging for water that is not used affects all North Texas cities and their industries.

Don Magner, First Assistant City Manager

Magner joined the City of Richardson in 1996 in the City’s building inspection department. In 2000, he was promoted to Assistant Building Official where he created and implemented the City’s Neighborhood Vitality & Integrity Strategy, which was adopted in 2003 and resulted in the creation of the Neighborhood Services Department. Magner also oversaw the transition of the Neighborhood Services Department as it was renamed and expanded to become the Community Services Department in November 2012 and merged with the City’s Building Inspection Department. As Assistant City Manager, Magner had administrative responsibility for Public Services (Water/Sewer, Streets, Solid Waste and Facility Services), Community Services, Building Inspection, Information Technology, Franchise and Regulatory Affairs and Emergency Management.

Magner earned a Bachelor of Arts in Government & Politics from the University of Texas at Dallas in 1996 and a Master of Arts from the University of Texas at Arlington in 1999. He is also a graduate of the University of Texas at Austin's Lyndon B. Johnson School of Public Affairs' Public Executive Institute and the University of Virginia’s Weldon Cooper Center for Public Service’s Leading, Educating and Developing (LEAD) Program.

Magner is a graduate of Leadership Richardson XX, the Richardson Citizens Police Academy XXVII, and is an active member of the International City Management Association, Texas City Management Association, and North Texas City Management Association. In addition, he currently serves on the North Central Texas Council of Government’s Water Resources Council.
